Developing an effective Post-Construction Stormwater Program-Lessons Learned

As leaders and innovators in the development of a post-construction stormwater quality program City of Houston and Harris County have seen many successes and failures along the way. Of course it is just part of the natural progression for innovators to learn and grow from successes as well as failures in order to be more effective. In this discussion we will use a timeline to reveal how changes to the program have been necessary over time to heighten compliance as well as dissuade abuse of the system. We will use this information to help phase II MS4s avoid unnecessary oversight as they continue to develop their post construction stormwater programs.

Mark Wharton, President and Owner of Stormwater Professionals Group, has seen many advancements in this rapidly changing industry. Having been an avid fisherman since he could hold a pole, Mark found working within the stormwater quality industry a natural fit. And when he relocated to Houston, Texas 15 years ago, it came as no surprise that he found himself helping property owners, engineers, developers and general contractors utilize the most modern technologies to manage stormwater quality, as he holds a personal appreciation and affinity for clean water through his outdoor hobbies.

Always up for a challenge, Mark amassed experience as a SWPPP inspector, project manager, business development manager, and market director in the stormwater industry. This varied experience has led to his current position as President and Owner of Stormwater Professionals Group, where he, along with his team, provide each customer with realistic and modern solutions that fit the customers unique needs and expectations.

Mark specializes in troubleshooting issues related to detention ponds and drainage systems, as well as resolving erosion control issues. His ability to bring creative solutions to the customer aimed at 100% compliance relative to stormwater permitting, while always considering both upfront costs, as well as the overall costs of ownership, has allowed him to maintain a strong base of loyal customers.
